Suggestion: Players Can Remove Comments

So, Ram went in and decided that he was going to just vote randomly so
he could ask a question.  That's screwed up people's rankings, but I
removed his comments so at the end of the round I'll recalculate them
from new comments.

Which bring up two things I think I'm gonna do:

* forums.  and a big ass disclaimer of "go to the forum if your comment
isn't about the damn music."
* players probably should be allowed to help moderate the comments.
Maybe they can flag it and if at least 2 or 3 players flag a comment
it's gone.

I'll see about putting these into effect tomorrow.

Oh, and I'm bringing back the icecast server.  That'll be fun.

It means Zed thinks people (in some number) want to actually listen to
our submissions like internet radio ...
